Based on the practical domain of GJB5000B measurement and performance analysis， the basic concept of quantitative management software process is proposed， and the method of establishing software process performance baseline and software process performance model is given. The general methods and requirements for baseline and model maintenance are explained， and finally， examples are given to illustrate the use of software quantitative management techniques such as process performance baseline and model.
