Strengthening archival data governance and promoting the modernization of archival management system and capacity are the development requirements of archival work in the new era，and are also an important way to improve the value of archival data and promote the development and utilization of archival resources. The blockchains decentralized storage access，time stamp and digital signature technology，smart contract，consensus mechanism and other technologies can ensure that the archive data is true，reliable，complete，safe，sharing， etc.，which is suitable for archive data governance. This paper analyzes the connotation requirements and significance of archival data governance，and explores archival data governance strategies from the aspects of top level design，sharing platform based on archival data alliance chain，construction of regulations and standards， and training of composite talents，in order to provide reference for the implementation of archival data governance based on blockchain technology.
